Neal grew up playing soccer outside of Philadelphia in the 70s and 80s.  After stops in Baltimore, DC, Atlanta and Alexandria that all included multiple competitive men’s and co-ed soccer teams he and his wife Liz moved to Leesburg in 2009 and then within Loudoun to Ashburn in 2014.  Neal stays active in the game by playing on a Loudoun Soccer adult league team, managing the Premier League section of Rotoworld.com (a division of NBC Sports), and starting to teach the game to his two-year-old son Charlie who already does a solid job of kicking a size one ball in motion.

Between playing, watching, and writing about soccer, Neal has been on the founding teams of two successful start-up federal services firms – Customer Value Partners and Black Turtle Services.  With Black Turtle Services, his current endeavor, he serves as CIO and VP of Corporate Development as well as sitting on the Board of Directors.  Neal holds a BA in Psychology and Political Economy from The Johns Hopkins University and an MBA from the Goizueta Business School at Emory University.
